What are Non Domestic Energy Performance certificates?
The European Union Performance of Buildings Directive (EPBD) mandates that Energy Performance Certificates (EPCs) are issued to homes and buildings. There are two types of EPC for commercial buildings.
1) Asset Certificates.
2) Operating Certificates.
Asset certificates measure the intrinsic energy performance of a building based on its design, they will have to be renewed every 10 years and shown to be a prospective purchaser when the property is sold or a new lease is drawn up. Their general purpose is to encourage better buying behaviour in both building owners and tenants.
Operating certificates measure how the building is managed and performs, these will need to be renewed on an annual basis and apply to buildings with a usable floor area greater than 1000m2.
Display Energy Certificates (DECs) are operating certificates that need to be displayed in all public buildings.
Who needs them?
With both the sales and lease of a building it is necessary to provide the EPC immediately when the property is marketed, it is the responsibility of the owner or their agent to ensure that the correct assessment is undertaken. Please contact Energy Plus for Assistance..
At what point is the EPC required?
On construction: The developer is required to supply the EPC and recommendation report to the purchaser on physical completion of the building. Building Control will not issue a certificate of completion for the building until the developer has provided the EPC.
On sale/rent: When a building is offered for sale or rent the owner must ensure that a valid EPC is available for a prospective client. An EPC may be for the whole building or individual units, but completion of a contract cannot happen without one.
On modification: The developer undertaking the work is responsible for providing the EPC and the recommendations report to a client. Building control will not issue a certificate of completion until the developer has provided the EPC.
